Officials in Viet Nam are devising a plan to address climate change and its effects, including rising sea levels and typhoons. And thinking ahead, that plan includes ways to reach the disabled should a climate-induced disaster strike. Until now, activists in Viet Nam said, needs of the disabled have not been considered.
