The panel voted 4 to 1 to appoint Nguyen, with Supervisor John Moorlach in opposition, saying he had a different choice to fill the seat. In all, the board had 11 finalists seeking to replace Tom Daly, who was elected to the state assembly.

Since he will fill Daly’s unexpired term, he must run for election in 2014 to retain the seat. The owner of a Lee’s Sandwiches franchise, Nguyen unsuccessfully sought election to the position in 2010.

Nguyen is a former employee of the clerk-recorder’s office, working there for more than a decade. He left in 2006 for a job with the Board of Supervisors. Nguyen now is the second-highest ranking Vietnamese American in the county, after Supervisor Janet Nguyen.
