A police raid last year on Eden Center, the bustling Vietnamese shopping plaza in Falls Church, Va., has left merchants worried that their center now is gathering spot for gamblers and gangs. Merchants, who struggled through the recession, want the nearly 80,000 Vietnamese Americans who call Washington, D.C., and its suburbs home to feel safe there.
