Officials in the Viet Nam city of Da Nang and IBM have signed an agreement that will bring a traffic-management system to the city aimed at stopping the pollution that is suffocating neighboring China. Under the terms of the agreement, the IBM system will allow highway officials to synchronize traffic lights to better coordinate the public transit system.
