Do patients in Viet Nam bribe their doctors for better care?


 When her son needed a referral from a doctor to get an operation, a Viet Nam woman gave a doctor an envelope with $2.40 in it. No referral. But when she doubled the amount ― meaning that in all, she had handed over a significant chunk of her monthly salary ― she secured the referral. Was it a bribe?
