MILPITAS, Calif. ― The city council in this Bay Area suburb has approved a resolution that will require delegations from communist Viet Nam to pay for security if they do not give prior notice of their visits. While no visits are planned, the Milpitas council sent a message that guests would not be met with open arms, much to the delight of the dozens of Vietnamese American residents who packed Milpitas City Hall to hear the discussion.
