Vietnam has scheduled a mass amnesty for this coming week, but fewer than 10 of the estimated 15,000 Vietnamese prisoners to be released are believed to be political prisoners. The prisoners are set to walk out of detention on Monday, but the government appears hesitant to release dissidents.
