Thai police arrested two Vietnamese national decedents of suspected of smuggling more than 100 kilograms of African ivory to Cambodia through Bangkok. Pham Ngoc Tuan and his wife Pham Thi Kim Chi were arrested yesterday after customs officials found pieces of African elephant tusks in their four carry-on suitcases. The two Vietnamese can face up to four years in prison as well as a 40,000 baht fine.

Hãng thông tấn AFP cho hay dự án nói trên đã được Cục Phòng Vệ Biển chuyển đến Quốc hội Đài Loan hôm Thứ Năm để xin chấp thuận ngân sách, dự trù sẽ được thông qua.
Cảng biển dự tính sẽ xây trên đảo Thái Bình, đảo lớn nhất trong quần đảo Trường Sa hiện đang bị Đài Loan chiếm đóng, với tốn kém khoảng 3.4 tỉ Đài tệ hay khoảng 112.4 triệu đô la sẽ được hoàn tất vào năm 2016. Cảng mới thay thế cho cảng cũ có khả năng tiếp đón tàu tiếp vận lớn và cả những tàu khu trục. Cái cấu cảng hiện có chỉ có khả năng tiếp nhận các tàu tuần cỡ nhỏ.
Hồi năm 2006, Đài Loan đã xây dựng một phi đạo dài 1150 mét bất chấp sự phản đối của Việt Nam. Hiện đảo này đang có một đơn vị thuộc Cục Tuần Biển của Đài Loan trấn giữ. Trên đó họ đã xây dựng nhiều công sự phòng thủ và trại lính.
Theo nguồn tin trên, viên chức lập pháp của Đài Loan Lin Yu-fang nói rằng khi cái cảng mới hoàn tất thì cái phi đạo trên đảo Thái Bình cũng sẽ được kéo dài hơn.
Quần đảo Trường Sa hiện vẫn đang trong sự tranh chấp chủ quyền giữa Việt Nam, Trung Quốc, Đài Loan, Philippines, Malaysia và Brunei. Ngoại trừ Brunei, tất cả các nước khác đang có quân trấn đóng trên một số đảo.
Mãi tới năm 1988 đến năm 1995, Trung Quốc mới đem chiến hạm tới cướp một số bãi đá ngầm do Việt Nam và Philippines trấn giữ rồi xây dựng công sự và tuyên bố chủ quyền trên cả quần đảo và vùng biển chung quanh. Các bãi đá ngầm đó hiện trở thành những pháo đài vừa kiên cố vừa tối tân với radar, truyền tin vệ tinh. (TN)

Fact: A gin and tonic is the quintessential summer cocktail. My grandmother Margaret knew this and would serve the iconic drink from a gallon handle of Gordon’s gin topping it off with a lime and Schweppes tonic water. She made the switch over from Rye Manhattans after Memorial Day and it was gin and tonics at every family affair until Labor Day. How did this strange pairing of juniper and quinine-based grain spirit, sweetened carbonated water, come to existence?

The origins of the cocktail can be traced back to British-controlled India circa 1825. According to the abridged history of the gin and tonic from the Q-Tonic site, British officers found a means to use their anti-malaria medicine (quinine extract) for cocktail hour by mixing it with soda water, sugar, and gin. In a clear case of necessity-breeding-innovation, the gin and tonic was born and soon became the signature drink of the Dowager Countess, Connecticut Yankees, Country Clubbers, and my Grandmother Margaret.
THE DRINK
How does one improve a tried-and-true classic? Well, the beauty of tweaking a classic recipe like the gin and tonic is the original’s simplicity. One can add ingredients that introduce new flavors yet retain the core taste profile. So let me introduce you to the Saigon Correspondent.
The year is 1966. The place is the Paris of the Orient — Saigon, South Vietnam. Deep in the confines of The Caravelle Hotel, a beaux-arts hotel noted for its Italian marble, modern air conditioning, and bulletproof glass, lays the Saigon Bar. The place is packed like a can of sardines and no amount of fans can dispense the layer of cigarette smoke that envelops the room. Network newsmen, red-eyed journalists, and adventurous freelancers fight for bar and table space with CIA spooks, Aussie mercenaries, ARVN Generals, and American officers in from MACV (US Central Command) down the street.
The Caravelle Hotel doubled as the Saigon bureau for big American news outlets like ABC, NBC, and CBS; the Saigon Bar is where most of the “journalism” is happening. Young, up-and-coming Saigon war correspondents the likes of Morley Safer and Dan Rather are in the house throwing back gin and tonics with their British counterparts from the BBC. They ogle some Navy nurses in from Da Nang. They gawk at the “local talent” who are surrounded by a platoon of US marines in Hawaiian shirts. They laugh, carouse, and carry on. They drink lots of gin with a measure of tonic “to stave off malaria.” You would never know there is a war raging outside.
The Saigon Correspondent cocktail is a classic with a spicy edge like its namesake city. Domaine de Canton, a ginger-infused cognac, parlays the flavor of old French Indochina. Sriracha chili sauce lets you know you are still alive while the gin, cucumber, and tonic keep you well lubricated and “healthy.” Why the gin and tonic Saigon style? Simple — any war correspondent worth their ink was a gin man.
THE INGREDIENTS
Plymouth original strength gin (41.2 %ABV) is a gin from Plymouth, England that has been in production at Back Friars Distillery since 1793. Handcrafted in original copper pot stills at since 1885, Plymouth remains England’s oldest working gin distillery. Plymouth gin is made from a unique blend of botanicals and sources water from the local Dartmoor reservoir. Simple yet significant, Plymouth keeps its botanical portfolio seven ingredients; juniper berries, lemon peel, orange peel, angelica, coriander, orris, and cardamom. It has a unique flavor, which is less crisp than its London cousins. Prominent on the palette is a smoother taste of juniper, citrus, and subtle earthiness.
Domaine de Canton (28% ABV) is a ginger liqueur produced in Jarnac, France for the Maurice Cooper & Company (the folks that brought us St. Germain Elderflower liqueur). The inspiration for this spirit is the French tradition of elixirs fortified with eaux-de-vie and cognac. Orange blossom honey, gentian, and Chinese baby ginger are the key ingredients added to the mixture. However, the ginger flavor is not overwhelming at all and lets the other flavors take their turn.
Q-Tonic water is artesian tonic water. It contains all natural ingredients that include spring water, organic agave, quinine from Peru, and lemon juice extract. The aroma is fresh and citrus forward. The taste is clean and refreshing with a subtle sweetness — a bit of fruit and botanicals and a soft bitter quinine finish.
Sriracha is a Thai hot sauce made from sun-ripened hot chilies mixed with sugar, vinegar, and garlic. It is quite spicy so a healthy dash will suffice in bringing the spice forward in the cocktail.
The limejuice keeps to the classic recipe and is the tart citrus is a natural partner with both the gin and the tonic water. The muddled cucumber softens the spicy bite of the Sriracha.

2 oz Plymouth Gin
1 oz Domaine de Canton Ginger liqueur
1/2 oz of limejuice
4 slices of English cucumber
Dash of Sriracha pepper sauce
3 oz Q-Tonic water
Tools: Mixing tins, Hawthorne strainer, fine strainer, muddler, bar spoon, jigger, Collins or large rocks glass
Method: Gently muddle three cucumber slices with limejuice in mixing tin. Add dash of Sriracha, Gin, and Canton and dry shake. Fine strain over into a chilled Collins or Rocks glass over ice. Top with tonic water. Garnish with lime wedge, lemon wedge, and cucumber wheel.
Bonus: if you actually make it to the actual Hotel Caravelle Bar – order this cocktail and send me a picture and we will post it. If they ask the name, probably better to call it the Sai Gon Correspondent if you know what I mean.
Activist-lawyer Agree Guevarra on Thursday urged Agriculture Secretary Procesco Alcala to conduct a serious study on rice importation, claiming the cost of its latest rice importation from Vietnam was disadvantageous to the government to the tune of P457 million. Last April rice was imported from Vietnam was 187,000 metric tons and was overpriced at P19,762 per metric ton according to the government documents. Guevarra said the payment made by the National Food Authority was way higher than the prevailing market price in Vietnam when the deal was made, which then stood only at P15,480 per metric ton.

The Hanoi Department of Culture, Sports and Tourism on Aug 30 fined Next Top bar VND3.5 million (US$165) for hosting a pole dance where singer/actress Angela Phuong Trinh donned a ‘transparent’ jumpsuit and performed erotic moves last week.

Meanwhile, according to Vo Trong Nam, deputy head of the Sai Gon Department of Culture, Sports and Tourism, his department has yet to receive the request in writing from its Hanoi counterpart to work with Trinh.
Several photos of Trinh’s performance, which took place at the Hanoi bar on Aug 22, instantly spread online, sparking widespread public reactions.
At the performance, Trinh was wearing an extremely tight, short ‘transparent’ jumpsuit which revealed her underwear. Many online comments wrote that Trinh strongly reminds them of Chinese showbiz ‘sex bomb’ Gan Lulu.
That night, Trinh performed some local pop songs accompanied by erotic dances, including ones with a pole, and titillating lying postures.
Soon after the images from Trinh’s performance went viral on the Internet, many expressed strong disapproval. Her show at another bar two days later was also canceled because of that.
Trinh later expressed regret on her personal page, claiming she hadn’t imagined that outfit could have looked so bad under the stage lights.
“I was startled to see the images on the newspapers the following day. There was nothing wrong about the outfit in normal light. I will also cut the inappropriate dance moves in my later performances,” she wrote on her Facebook.
However, many think that this was one of the singer’s ploys to grab attention.
Trinh, who played innocent, playful teen girls in such television dramas as “Linh Lan Trang” (The white orchids) and hit “Ba me nhi” (The little mother) several years ago, has usually performed songs accompanied by sexually arousing dances in revealing costumes at local bars in recent years.
Some local singers and models, particularly female ones, including Thu Minh, Thai Ha and Minh Hang, were each fined some VND3.5 million (US$165), a penalty which many consider perfunctory only, for donning revealing costumes and performing erotic dances onstage. Repeat or serious offenders may not be issued new performing permits.
The Performing Arts Department recently instructed all cities and provinces to temporarily ban 22-year-old Le Thi Huyen Anh, or “Ba Tung” (Mrs. Tung), from performing nationwide, even in bars, due to her breast-flaunting acts and shocking statements on Facebook.

The Korea Sports Promotion Foundation (KSPO) will provide Vietnam with VND321 million (US$15,400) to send a coach and two track cyclists to a two-month training program in South Korea to prepare for Asiad Incheon 2014.

The aid package is part of a bigger program to build the US$500 million My Dinh velodrome in Hanoi to prepare for Asiad Hanoi in 2019.
At the press conference held yesterday in Hanoi to announce the sponsorship, Lam Quang Thanh – vice head of the Vietnam General Department of Sports and Physical Training – said the two cyclists who will train at the KSPO velodrome are Le Anh Dung, 21, and Nguyen Van Cuong, 20. The coach is Tran Van Hai, 24.
The trio will arrive in South Korea on September 2.
A Korean representative said that he expects that betting on track cycling will soon be legalized in Vietnam, as it can help earn big income from taxes and would create around 3,000 new jobs. Sports betting is legal in 130 nations, he added.
Track cycling is a bicycle racing sport usually held on specially built banked tracks, or velodromes. A modern one features steeply banked oval tracks, consisting of two 180-degree circular bends connected by two straights.

Most discotheques and bars in Sai Gon do not have a business license. These are the destination of gangsters, drug addicts and high-end prostitutes.

Before June 2013, New Saigon club, No. 11 Me Linh Square, Ben Nghe Ward, District 1, was called Disco 1102 and it was run by a man named L, from Hanoi. This business was not licensed as a night club or discotheque but it lured several hundreds of people each night, who came to dance until 2-3am.
In almost two years of operation, Discotheque 1102 were inspected ten times but it was fined three times, from VND3 million to VND80 million ($150-$4,000).
In June, this discotheque was upgraded and returned in the new name – New Saigon Discotheque. This time, New Saigon registered under the name of Saigon Moi Company, licensed on June 20 in the restaurant, food, travel, advertising business, with Mr. Nguyen Thanh Dat, 37, a native of Hanoi as the director.
Though its name was changed, New Saigon is still an “Illegal” discotheque. In the morning of August 18, Saigon police raided this club and detected eight violations. However, the club still opened the next days.
The 02 Gold Club, No. 2 Ho Huan Nghiep Street, Ben Nghe Ward, District 1, a few dozen meters from New Saigon, is also a popular venue for playboys. A series of raids and inspection were conducted at this place but it is still operating.
A similar case is Feeling Bar on Au Co Street, Ward 10, Tan Binh District. This is considered one of the biggest clubs in Saigon’s suburbs and it was several times detected with violations, but it is operating normally.
The question is why?
A member of the Sai Gon’s cultural-social inspection team said that clubs that break the rules several times will have their license revoked. However, such clubs are opened again in the new name or under the name of new owners.
Notably, a popular violation at night clubs and discotheques is selling alcohol without licenses but since the fine is too low – VND400,000 ($200), clubs keep selling alcohol after paying fines.
Night clubs and discotheques are also the venues for gangsters, drug users and traders. In a recent raid to New Saigon, the inspectors seized some drugs and arrested eight gangsters. At the inspection of the 02 Gold Club in mid-April, the police discovered a drug trading ring, with the participation of gangsters and the club’s staff.
If a night club is found with drugs, the club owner will explain that they cannot prevent customers from using drugs. In addition, to attract visitors, most clubs open their doors free for high-class prostitutes.

The incident occurred at 12am on April 24 at a motel in Dinh Cong Street, Hoang Mai District, Hanoi.
According to preliminary information, at that time Mr. Nguyen Van Hai, 26, residing in Ha Dong district, Hanoi poured gasoline on himself and his lover – Ms. Nguyen Thi T, 22, from Ha Nam province and then set fire.
Local people said because it happened at midnight so when the hearing the screams of the couple, they ran out and saw the two burning like two live torches. Some people took blankets and water to put out the fire and took the couple to the hospital.
It is reported that the female victim is a student, who just moved to this area for a short time. The police were immediately present to investigate the incident.
According to Hoang Mai district police, the two victims are being actively treated at the hospital with severe burns all over their bodies, especially the neck area so the investigators cannot collect testimony to clarify the cause of the case.

LONDON, Anh (NV) – Quốc Hội Anh hôm Thứ Năm làm Thủ Tướng David Cameron vô cùng ngạc nhiên, sau khi bỏ phiếu chống việc tấn công vào Syria, mặc dù chính phủ quốc gia này bị tố cáo sử dụng vũ khí hóa học, theo một bản tin của báo The Washington Post.

Hãng thông tấn AFP nói rằng Mỹ vừa điều thêm tàu USS Stout vào vùng biển phía Nam Châu Âu, và đây là chiếc thứ năm của Mỹ trong vùng.
Hãng thông tấn Interfax của Nga nói rằng Moscow hôm Thứ Năm đưa hai tàu chiến vào Ðịa Trung Hải, nhưng Ðiện Kremlin cho rằng đây không phải là hành động chuẩn bị đối đầu với các cường quốc Tây Phương đang chuẩn bị có hành động đối với Syria.
Interfax trích lời một tướng quân đội Nga nói rằng quốc gia này, đồng minh quan trọng nhất của Syria, cũng sẽ điều động một giàn hỏa tiễn của Hạm Ðội Hắc Hải và một tàu chống tàu ngầm của Hạm Ðội Phương Bắc vào Ðịa Trung Hải trong “những ngày tới.”
“Tình trạng đặc biệt hiện nay tại Ðịa Trung Hải bắt buộc chúng tôi phải làm một số điều chỉnh đối với lực lượng hải quân,” Interfax trích lời vị tướng nói.
Tổng Thống Vladimir Putin của Nga được hãng thông tấn này trích lời nói rằng sự hiện diện của hải quân Nga là cần thiết để “bảo vệ quyền lợi an ninh quốc gia,” chứ không phải là một đe dọa đối với bất cứ quốc gia nào.
Theo báo The Guardian, Không Quân Hoàng Gia Anh phái sáu chiến đấu cơ Typhoon tới đảo quốc Cyprus để bảo vệ những căn cứ quan trọng tại đây, trong trường hợp quân đội Syria có thể tấn công trả đũa.
Tờ báo ngày trích lời Bộ Quốc Phòng Anh xác nhận các chiến đấu cơ này đã lên đường hôm Thứ Năm.
Vẫn theo AP, Liên Hiệp Quốc nói rằng một số thanh tra viên của họ tại Syria sẽ tự mang bằng chứng thu thập được về các phòng thí nghiệm ở Châu Âu sau khi rời thủ đô Damascus vào sáng Thứ Bảy.
Ông Farhan Haq, phát ngôn viên của Liên Hiệp Quốc, nói rằng bản báo cáo của các thanh tra viên tùy thuộc vào kết quả của phòng thí nghiệm, và có thể phải mất “nhiều ngày” mới có được.

TOKYO, Nhật (NYT) – Tìm cách mở rộng ra thị trường thế giới, công ty sản xuất điện thoại di động Xiaomi ở Trung Quốc vừa kéo một giới chức cao cấp hàng đầu của công ty Google về làm việc cho mình.
Ông Hugo Barra được coi là một trong những người ngoại quốc nổi tiếng nhất về làm việc cho Xiaomi, theo các phân tích gia.

Khi ở Google, ông là phó tổng giám đốc đặc trách phần mềm Android cho điện thoại di động, vốn được dùng trên đa số máy điện thoại di động ở Trung Quốc.
“Ông là một nhân vật đáng kể trong kỹ nghệ này, cũng là một nhân vật đáng kể ở Google,” theo ÔNG Pete Cunningham, một phân tích gia ở Canalys, công ty nghiên cứu thị trường.
Xiaomi là một trong vài công ty điện thoại thông minh ở Trung Quốc đang dần chiếm lãnh thị trường, đối đầu với các công ty ngoại quốc như Apple và Nokia.

BẮC KINH (AP) – Công an ở vùng Bắc Trung Quốc hôm Thứ Tư khởi sự cuộc điều tra truy tầm một phụ nữ bị cáo buộc móc mắt một bé trai 6 tuổi.
Giới hữu trách tại thành phố Linfen thuộc tỉnh Shanxi đưa ra giải thưởng trị giá khoảng $160,000 cho ai cung cấp tin tức bắt được phụ nữ này.

Công an không cho biết họ có nhận diện được nghi can hay không, và đứa bé chỉ có thể cho biết là phụ nữ trên nói giọng của người sinh sống ngoài địa phương này.

GROVELAND, California (AP) – Bên cạnh các toán lính cứu hỏa được huy động để ngăn chặn đám cháy rừng lớn lao ở khu Lâm Viên Quốc Gia Yosemite, giới chức chỉ huy nay có thêm một phi cơ không người lái loại Predator, giúp có các tin tức mới nhất và phát giác những nơi mới phát hỏa.

Ðám cháy rừng mang tên “Rim Fire” nay thiêu rụi một khu vực rộng 301 dặm vuông (khoảng 780 km vuông), nhưng nay lực lượng cứu hỏa đã ngăn chặn được 30% và với thời tiết mát mẻ hơn, gió nhẹ hơn, sẽ có thêm được tiến triển từ nay đến cuối tuần.
Ngoài các phi cơ trực thăng và phi cơ cánh quạt rải thuốc dập lửa, giới hữu trách nay có thêm một phi cơ không người lái loại Predator do Không Quân Vệ Binh Quốc Gia điều khiển ở nơi cách đám cháy hàng trăm km. Phi cơ này giúp họ nhanh chóng nhận ra các nơi mới bắt lửa mà thường khi không thể thấy được cho đến khi lan rộng hơn.
“Phi cơ không người lái này cung cấp dữ kiện trực tiếp cho giới chức có trách nhiệm để có ngay các quyết định là sẽ có biện pháp gì và nhắm vào đâu,” theo phát ngôn viên cơ quan cứu hỏa California, ông Daniel Berlant.

MIAMI, Florida (AP) – Quân đội Mỹ cho hay vừa thả hai tù nhân ở trại Guantanamo, để trở về quê quán của họ ở Algeria.
Một bản thông cáo ngắn ngủi của Ngũ Giác Ðài nói rằng, việc thả hai người này đưa tổng số tù nhân hiện còn bị giam tại trại Guantanamo ở Cuba xuống còn 164 người, tất cả đều là nam giới.

Chính phủ Mỹ cũng ngỏ lời cám ơn chính phủ Algeria, vì đã bằng lòng nhận lại hai tù nhân nói trên.
Tổ chức bảo vệ nhân quyền Reprieve, có trụ sở đặt tại Anh, từng đại diện cho một trong hai tù nhân này, ngỏ lời hoan nghênh loan báo hôm Thứ Năm của quân đội Mỹ, nhưng cũng kêu gọi thả thêm tù ở Guantanamo.
Tổng Thống Barack Obama từng nhiều lần hứa hẹn sẽ đóng cửa trại tù Guantanamo, nhưng gặp sự phản đối của Quốc Hội Mỹ, vì không muốn đem các tù nhân nơi đây về giam và xử trên lãnh thổ Mỹ. (V.Giang)
